Can anyone tell me what level of PA Lesson Books corresponds to the various RCM levels? Also, how can I find the requirements for student admission to various colleges of music? Thanks.

In terms of admission requirements to college/university - check the websites for whatever schools are of interest. There should be details in the "admissions" or "prospective students" section.

I've had my PA 3B-4 students try RCM Grade 1. I've found they tend to find the RCM music challenging in a different way, especially the 20th century repetoire.

ABRSM has some videos of students taking exams. You can search youtube or use this link (below). They look like they are similar to the RCM. They also sort or coincide with the levels of the Masterworks Classic series published by Alfred.
